This circuit is designed around the LM723 voltage regulator IC. The output is variable from 0 - 30VDC and 0 - 3A.
A suitable transformer, enclosure, heatsink, current/volt meters and various other fixings and hardware to enable you to complete this project are available on this web site.

Toroidal Transformer, 120VA 0-12/0-12, AMZ75G.
Panel meter, Voltage (BCM21G) and Current (BCM26G).
